The BINA’ project, funded by the European Union, is designed to enhance the role of Civil Society Organizations (CSOs) in Lebanon as active pillars of governance, accountability and transparency, particularly in the context of the Reform, Recovery and Reconstruction Framework (3RF) established after the Beirut port explosion. The initiative focuses on empowering both local and national civil society actors to monitor, advocate and ensure transparency in the 3RF process.

A cornerstone of the BINA’ project is its comprehensive approach to capacity building, which includes strengthening the internal governance of CSOs, creating a coalition focused on advocacy and developing tools and platforms to sustain monitoring processes. Through a detailed needs assessment, the project identified critical gaps in the capacities of CSOs, particularly those outside Greater Beirut and designed targeted training and peer-to-peer exchanges to address these gaps. By providing sub-grants to smaller organizations, BINA’ empowers them to engage more effectively with municipalities and other local authorities, ensuring a broader reach and impact.

The project also prioritizes inclusivity, engaging youth groups and women’s organizations in its advocacy efforts. These groups are not only trained in anti-corruption strategies but are also provided with opportunities to actively participate in the 3RF monitoring processes. BINA’s approach ensures that the voices of marginalized communities are heard and represented in national decision-making and international dialogues.

One of the key achievements of the project is the establishment of REHUB, a multi-functional portal designed to facilitate information sharing, CSO engagement and the monitoring of the 3RF process. This portal serves as a critical tool for CSOs and the public, providing real-time updates and a platform for dialogue and feedback. Additionally, the project has launched collective advocacy campaigns, engaging with decision-makers at both the national and municipal levels to push forward the reform agenda.

As the project continues, its impact is being measured through public opinion surveys and focus groups, ensuring that the initiatives remain responsive to the needs of Lebanese citizens. By fostering dialogue among CSOs, government entities and the international community, BINA’ is contributing to the advancement of reform efforts in Lebanon, positioning civil society as a critical actor in the country’s journey towards transparency and accountability.
