Building Awareness on Governmental Anti-Corruption efforts and the role of the National Anti-Corruption Commission in the Educational Sector in Lebanon
Donor: GIZ “Deutsche Gesellschaft für Internationale Zusammenarbeit”
Duration: February 15, 2024 - March 31, 2025
The project overall goal is to build awareness on governmental anti-Corruption efforts and the role of the National Anti-Corruption Commission (NACC) in Lebanon.
The Project’s key objectives are:
Increased capacity of youth in vocational training and private universities to fight corruption in the public sector and empowering the role of the NACC.
Increased Awareness about the “Fighting Corruption in the Public Sector and the Establishment of the National Anti-Corruption Commission” law amongst educational system professionals (private and vocational).
Improved enforcement of the Right to Access Information law through youth advocacy and empowerment of the NACC issuing decisions in favor of its implementation.
The project’s target audience is primarily the educational sector, specifically private university students and professors, as well as vocational school students and teachers. The primary target audience of this initiative includes students and faculty members from private universities and vocational schools.
Key Achievements: One of the most notable outcomes was bridging the gap between students and the NACC through regional information sessions conducted during the Spring 2024 and 2025 semesters, alongside the Summer School program. These efforts significantly improved students' understanding of the ATI Law and the Whistleblower Protection Law.
Summer School participants successfully implemented two social media campaigns focused on these laws. They submitted 14 ATI requests—7 of which centered on transparency in aid—and 6 students personally visited the NACC to file formal complaints against non-compliant administrations.
The whistleblower protection law campaign included 2 Teasers; Portraits of students with advocacy quotes; and 3 Videos: Introduction to the Whistleblower Protection Law; A student interview video; and Transparency in Aid video
The Access to Information law campaign included 2 Teaser Posts; Portraits with Advocacy Quotes; and 4 main videos (Introduction to the Law; How to Submit an ATI Request; Student Interview Video; and Visit to the NACC.
Despite the disruption of on-ground activities due to the September 2024 war, student engagement continued through regular online meetings. Another milestone was the development of a self-paced online course comprising three modules on the NACC’s role, the ATI Law, and the Whistleblower Protection Law. These digital tools, alongside the campaigns, demonstrated strong public engagement and reinforced youth-driven advocacy for transparency and accountability.
