ADVANCING POLICY AND INSTITUTIONAL REFORM
At TI-LB, we are dedicated to ensuring that intergovernmental institutions, governments, political parties and businesses have the necessary mechanisms, policies and laws to effectively combat and prevent corruption.
Through targeted anti-corruption initiatives, we promote transparency and accountability, driving meaningful reforms and enhancing institutional processes.
As part of this effort, over 456 public servants have been trained on critical topics such as whistleblower protection and access to information laws, resulting in stronger policy enforcement and improved institutional practices.
Additionally, we have developed more than 18 key recommendations that have contributed to the adoption and amendment of policies, further solidifying our impact on policy and institutional reform.
FOSTERING BEHAVIORAL CHANGE
We are committed to driving significant behavioral change by empowering various stakeholders to promote good governance and actively prevent corruption. Through the development of a tailored Theory of Change (ToC), our anti-corruption messaging has successfully increased awareness, shifting individuals from addressing personal grievances to engaging proactively in corruption prevention.
Between January 2023 and March 2025, we trained 1,377 citizens through sessions on advocacy and good governance, over 60% of them women and more than half under the age of 35. Post-training assessments showed a 70% increase in participants’ knowledge.
Beyond training, we convened 674 participants through forums, town halls, webinars, and conferences, while mobilizing 172 civil society organizations across 13 projects to actively advocate against corruption. Through the Ekhbar platform, 358 reports were submitted, with over 80% of cases addressed and followed up through consultations and guidance.
To further support reform at the grassroots level, 26 local CSOs across Lebanon were sub-granted to implement initiatives aligned with national and local priorities. The total value of grants awarded reached $1.2 million USD.
EXPANDING AWARENESS AND OUTREACH
Our anti-corruption efforts are significantly amplified through our focus on raising awareness and broadening outreach. By providing essential resources, we empower target audiences to take informed actions against corruption. Our Impact Matrix outlines key components and pathways for achieving change, recognizing that context matters; raising awareness alone may be significant in some cases but insufficient in others. It also highlights the interconnectedness of these components, acknowledging that change can occur through various non-linear pathways.
From January 2023 to March 2025, we successfully mobilized over 2448 participants across a range of activities, including trainings, info-sessions, town hall meetings, forums, webinars, conferences, workshops and two consecutive editions of a summer school. As measured through comprehensive MEL, more than 70% of attendees reported a significant increase in their understanding of corruption and available tools.
Social media campaigns have also been a key component of our outreach strategy, achieving a significant reach of 30,977 followers and subscribers, reaching 4,083,301 users on Facebook, 1,318,728 on Instagram, and generating over 3,864,138 impressions across all platforms.
