This project is funded by Open Society Foundations and will be implemented in partnership with TI-S. The project is expected to take place between 2021 and 2022. LTA aims to target through this project the Lebanese Civil Society Organizations, Lebanese diaspora community, and the general public.  

The overall goal of this project is to ensure greater accountability and transparency of reconstruction efforts, particularly for those most affected by the Beirut port explosion. To achieve this change, the project will apply a multi-stakeholder approach targeting local civil society organizations and the Lebanese diaspora, and ultimately benefiting citizens, with an emphasis on women and other vulnerable communities. The project will prioritize preventing the misuse and mismanagement of incoming aid to Lebanon through coordinated initiatives that raise awareness about corruption risks and support the implementation of mechanisms to mitigate them. Coordinating and engaging with diverse actors within the project scope and across the 3RF stakeholder network will maximize the effects of the project activities. To achieve its expected impact, the project will support the development of a coordinated and informed civil society composed of both local and diasporic networks that demonstrate transparency in their recovery efforts and are capable of assessing public sector accountability.


The project seeks to achieve two main objectives:                                               

-        Civil society organizations are better equipped to advance efficient and accountable use of relief and reconstruction aid.

-        Expanded partnerships between Lebanese organizations and diaspora communities that support anti-corruption reform efforts in Lebanon.

Ensuring Transparency and Accountability in the Beirut Explosion Recovery and Reconstruction Efforts (OSF)

Main Activities:


1-Produce Corruption Risk Assessment and Guidelines.

2-Develop an online assistant for Transparent Hearts platform.

3-Produce online courses for development of internal policies, project management, procurement, and accounting techniques to ensure transparency in CSO programs and operations.

4-Conduct social media advocacy through the Production of infographics, SMS campaigns and banners.

5-Produce a monitoring dashboard to measure transparency in public administrations.

6-Develop Research papers on anti-corruption legislative tools.

7-Host Regional Forums for Lebanese CSO’S, TI and 3RF stakeholders to exchange knowledge, best practices and tools related to humanitarian aid monitoring, good governance, and accountability.

8-Conduct Diaspora Focused Outreach to engage them in accountability efforts.

9-Host peer learning sessions, to explore anti-corruption themes and efforts framed around reconstruction and reform in Lebanon. Targeting CSO’S and diaspora members.

10-Organize a Public Forum that include Lebanese CSO’S and diaspora members, TI chapter experts, and 3RF international stakeholders to discuss the progress of the project (dashboard, transparency hearts platform, policy papers, recommendation).

11-Host Virtual training on accountability monitoring for Diaspora community.

12-Host Virtual training for Lebanese diaspora organizations to implement transparency and accountability measures in their own organizations.
